The Narendra Modi-led government has increased the annual budget for the Ministry of Agriculture and Farmers Welfare by five times over the last 12 years to Rs 1.4 lakh crore for the current fiscal (2026-27), according to an official government booklet released to mark the Prime Minister’s tenure as India’s longest-serving premier .
The allocation for 2026-27 stands at Rs 1,40,529 crore, a sharp increase from Rs 27,663 crore in 2013-14 . The booklet, titled ‘Public Service is the Resolve’, details the administration’s initiatives aimed at boosting the farm sector and enhancing farmer incomes.
₹4.3 Lakh Crore Disbursed Under PM-KISAN
Among the key achievements highlighted, the Centre has distributed Rs 4.3 lakh crore to farmers under the PM-KISAN scheme. Launched in February 2019, the scheme provides eligible farmers Rs 6,000 annually in three equal instalments .
To protect farmers from market volatility, the government has procured crops, primarily wheat and paddy, at Minimum Support Price (MSP) worth more than Rs 26 lakh crore over the past 12 years .
Record Foodgrain Output and Exports
The enhanced budget allocation and policy support have contributed to record foodgrain production of 3,577 lakh tonnes in 2024-25 . Agricultural exports have also registered a 37 per cent increase, reaching Rs 5 lakh crore last fiscal, up from 2013-14 levels .
The government noted that between 2014 and 2025, around 3,000 climate-resilient crop varieties were released to help farmers cope with changing weather patterns . Additionally, nearly 26 crore soil health cards have been issued to help farmers optimize fertilizer usage and improve productivity .
Fertilizer Subsidy and Farmer Safety Net
To reduce input costs for farmers, the total fertilizer subsidy was enhanced to Rs 2.21 lakh crore in 2024-25 from Rs 75,000 crore in 2014-15 . Urea continues to receive around 90 per cent subsidy, keeping the retail price at Rs 266 per 45-kg bag despite an actual cost of about Rs 2,200 .
Under the PM Fasal Bima Yojana (crop insurance scheme), 63 per cent of farmers covered belong to SC/ST and OBC categories .
Organic Farming and Digital Push
To promote organic farming and discourage chemical fertilizer use, about 19 lakh hectares have been brought under the Paramparagat Krishi Vikas Yojana (PKVY), launched in 2015 .
More than 25 lakh small and marginal farmers have registered under the PM Kisan Maandhan Yojana (social security scheme). Under the digital agriculture mission, around 11 crore ‘Agristack’ digital IDs have been created for farmers .
In the Union Budget 2026-27 presented in February, Agriculture Minister Shivraj Singh Chouhan had described the allocation as “historic,” noting a notable 21 per cent increase in the Rural Development ministry’s budget alongside the agriculture push . The Demands for Grants for the ministry were approved by the Lok Sabha in March, with nearly 93 per cent of the allocation directed toward farmer welfare schemes, subsidies, and crop insurance .
